
It’s been a hectic Build-To-Order (BTO) year, with the Housing Development Board (HDB) ramping up its supply this year to meet public housing demands.
The February and July BTO and SBF exercises saw a combined total of 10,579 BTO and 10,252 SBF units launched. Including the flats offered in the upcoming October exercise, we will see a total planned offering of around 19,600 BTO flats in the year.
Despite being the only BTO exercise this year without a concurrent Sale of Balance (SBF) exercise, this exercise contains a whopping 10 projects across 8 towns, promising around 9,900 flats – almost as many as both February and July launches combined.
This exercise will see flats across a mix of locations, including the first public housing flats being built at the new precincts of Mount Pleasant and the Greater Southern Waterfront.
Ang Mo Kio
1,420 units – 2-room flexi, 3-room, and 4-room layouts available

This Ang Mo Kio project is the largest of the BTO launch, the other being Toa Payoh, both with 1,420 units.
This project is within 1KM from Ang Mo Kio MRT station and Yio Chu Kang MRT station. It is surrounded by three education institutions, namely Anderson Secondary School, ITE College Central and Nanyang Polytechnic.
Despite the previous BTO launch in Ang Mo Kio receiving a plus classification, it is likely that this project will be classified as standard, due to its distance from key amenities and public transport.
Bishan
530 units – 2-room flexi, 3-room, and 4-room layouts available

This Bishan Project, comprising of 530 units, is likely to be a Plus/Prime project given its location in a mature estate and good locational attributes, as well as its proximity to prestigious schools like Raffles Institution.
This project will be part of the Masterplan 2025, where the existing Bishan Town Centre would be rejuvenated with new business nodes and refreshed amenities. Residents in this new project will look forward to new injections into Bishan such as to a new polyclinic, a new hawker centre and a revamped bus interchange.
Bukit Merah
1,020 units – 2-room flexi and 4-room layouts available

Located 10 minutes from Redhill MRT station, this project in Bukit Merah has access to amenities in both Bukit Merah town centre and Redhill town centre. These include two nearby market and hawker centres, Bukit Merah View Market and Food Centre and Redhill Market and Food Centre.
Gan Eng Seng Primary School and Alexandra Primary School also fall within 1km of the future project, which firms up the strong locational attributes offered in the locale.
We predict that the project will fall under the Plus/Prime categories, given its access to amenities in a mature estate.
Bukit Merah (Telok Blangah)
870 units - 2-room flexi, 3-room and 4-room layouts available

This Telok Blangah project, comprising of 870 units, will be the part of the first phase of 6,000 BTO flats which will kick start the development of the Greater Southern Waterfront. Situated between Labrador and Telok Blangah MRT stations, granting future residents close access to the city centre. Residents can also enjoy access to the Central Business District under a ten minutes' drive via the West Coast highway.
There are also a few schools situated within 2km of the site, such as Blangah Rise Primary School, Gan Eng Seng Primary School and Radin Mas Primary School.
This project is possibly a Prime project, given its location on the city fringe and waterfront location. Residents are likely to benefit from first mover advantage considering the upcoming new township in this area.
While Prime projects come with stricter resale conditions such as 10 Year MOP, demand for this project is likely to be high given its locational attributes.
Toa Payoh
1,420 units - 2-room flexi and 4-room layouts available

This BTO project in Toa Payoh is located near the future Mount Pleasant MRT Station, which will open when new housing estates in the surrounding area are developed. Residents will be able to enjoy the convenience of travelling to nearby work nodes such as Buona Vista and one-north (15 mins), as well as Orchard (10 mins) and the CBD (20 mins).
Earlier in July 2025 launch exercise, there is also another BTO project that was launched in Toa Payoh near Caldecott MRT. The back-to-back launches reinforces Toa Payoh as a desirable mature estate, which in turn could increase application rates for this upcoming new launch project. This also appeals to families eyeing nearby schools like CHIJ Primary, making this a sought-after location. As such it is very likely to be a Plus flat project.
Yishun (Chencharu)
810 units - 2-room flexi, 3-room, 4-room, and 5-room layouts available

This Yishun (Chencharu) BTO project features 810 units spanning 2 room flexi to 5-room layout and is situated near Khatib MRT station (7mins walk). This project is well positioned for families with school-going children. Within a 2km radius are Naval Base Secondary School and Chung Cheng High School (Yishun), and the site is also located right next to Peiying Primary School.
With 5 room layouts available, it is a segment that is often under served in newer launches. Families of larger households looking to secure a 5-room home at a reasonable price will find this project enticing. Taken altogether, this project is likely to be a Standard flat project.
Yishun
560 units - 2-room flexi, and 4-room layouts available

This Yishun BTO project offers a modest supply of 560 units with only 2-room flexi and 4-room layouts available, which indicates a more targeted focus on distinct houshold types, primarily seniors or singles looking for affordable right sized homes and families with school going children. Particularly within 1km, there are three primary schools, namely Xishan Primary School, North View Primary School and Huamin Primary School.
Residents can also enjoy family amenities, which include shopping malls like Northpoint and Junction 8. While it is not near Yishun MRT station, there are bus routes that will connect residents to Yishun Bus Interchange.
As such, it is very likely that this will be a Standard flat project.
Bedok
850 units - 2-room flexi, 3-room, 4-room, 5-room, and 3-Gen layouts available

This BTO project in Bedok is nestled in Chai Chee neighbourhood, in the middle of both Kembangan and Bedok MRT stations. While there was another project in the locale that was launched in December 2024, Kembangan Wave, there are a few key differences.
The project last year was located adjacent to Kembangan MRT, and featured a 5-storey integrated building with various amenities. This project trades the convenience offered by the previous project with a less advantageous location for a selection of larger floor plans, offering the rare 5-room and 3-gen layouts.
In exchange, residents will have to utilise bus services to reach the nearby Bedok and Kembangan MRT stations, which are 10 minutes away. Therefore, we predict this will be a standard project.
Jurong East
620 units - 2-room flexi, 3-room, 4-room, 5-room, and 3-Gen layouts available

This project lies in Teban Gardens and is part of the Jurong East residential town. The location shares similar attributes with June 2024’s BTO project, Teban Breeze.
While Jurong East is not within direct walking distance, residents can look forward to the future Jurong Regional Line station at its doorstep that will connect to Jurong Regional Town Centre, Jurong Lake District, and Jurong Innovation District.
Some units within this development can enjoy a peaceful waterfront view of Pandan Reservoir, which contains a park connector – perfect for those who enjoy exercising or nature.
With no primary school, shopping malls or current MRT station nearby, it is likely that the project will be classified as Standard.
Sengkang
1,030 units – 2-room flexi, 4-room, 5-room, and Community Care Apartment layouts available

This Sengkang BTO project is located in the Sengkang West/Fernvale neighbourhood, similar to the pair of BTO projects launched in October 2024.
While there is no nearby MRT station, residents can reach Sengkang MRT interchange via Kupang LRT station at the project’s doorstep.
This project will feature larger units such as 5-room units, as well as Community Care apartments – the first of its kind in these year’s BTO launches. Community Care apartments are generally well received by the public as they support our ageing population and should have its fair share of applicants.
Located near last year’s Fernvale Oasis BTO, it is likely that this project will share the same Standard flat classification and receive moderate demand from buyers.
